Mr. McCarty has served as the Chairman of our board of directors since September 2019 and as our Chief Executive Officer since November 2019. Mr. McCarty has been the partner managing the private equity and distressed investment groups of Q Investments. Prior to Q Investments, Mr. McCarty was a captain in the United States Army. Mr. McCarty previously served as a Director of Vantage Drilling International, Travelport Limited, Gulfmark Offshore, Jones Energy and Exide Technologies. Mr. McCarty graduated with a B.S. from the United States Military Academy at West Point, where he was a Distinguished Cadet and recipient of the General Lee Donne Olvey Award and earned an Masters of Business Administration from Harvard Business School.
Mark Leighton

In his role at PHI Health, Mark oversees Finance, HR, IT, Revenue Cycle, Legal, and Government Relations, as President of PHI Cares will oversee the Sales, Marketing, and Expansion of the Company’s membership offering to millions of Americans.
With over 30 years of leadership experience 15 of which focused in the Healthcare space. Mark strongly believes that organizations working together is the key to delivering exceptional results and is extremely passionate about motivating and supporting his teams.
Mark’s recent role as President of Medical Guardian he oversaw Sales, Marketing, and Operations reporting to the Founder and CEO. Under Mark’s leadership the company grew significantly going from 60,000 customers to over 300,000 in 2022. Medical Guardian won numerous awards from, Inc. Magazine’s list of “Fastest Growing Private Companies in America” and as a “Fastest Growing Company” by The Philadelphia Business Journal and Philadelphia 100, as well as “Top Workplace Award Winner” by Philadelphia Inquirer.
Prior to Medical Guardian, he served as CEO of Medical Alert, a leading provider of personal emergency response devices. During his six years there, Mark significantly expanded the company’s Marketing and Sales capabilities, helping grow the business to the second largest provider in North America. Other positions he held at Medical Alert included COO, CMO, and Vice President of Sales.
Mark has three children and he and his wife Cindy enjoy traveling, golfing, and spending time with family.
Paul Julander
Co-Chief Operating Officer
Paul is currently serving as the Co-Chief Operating Officer for PHI Health, Paul has been with the company since 2005. He began his air medical career in 1999 and has more than 30 years of experience in the prehospital environment, serving a variety of front line and leadership roles.
In his current role, Paul leads the Executive Leadership team and oversees all operational aspects of PHI Health, including aviation, maintenance, communications, business, and clinical divisions. He is responsible for researching, developing, and executing plans that amplify the development and quality assurance efforts for each business line, including hospitals and agency partners. He cultivates, maintains, and promotes relationships with hospitals, heads of state, and health system counterparts to identify opportunities for increased patient and customer services. Paul also supports and leads PHI’s FAA part 135 Air Carrier Certificate to ensure operational, regulatory, and financial support are maintained and compliant.
In addition to the work Paul does overseeing operations, he is dedicated to ensuring a consistent culture across PHI Health that embraces safety, clinical quality, and fiscal performance
Sean O’Neal
Co-Chief Operating Officer
Sean currently serves as the Co-Chief Operating Officer of PHI Air Medical and is responsible for the business operations of the company. He is responsible for the day-to-day field operations for the ground and air ambulance bases as well as the long-term business planning and strategy for PHI’s three business regions. Sean has over 24 years of air medical experience. He joined PHI in 2004 as a flight nurse and Base Supervisor. While at PHI, he progressed through the leadership chain as a Clinical Educator, Clinical Manager, and later as a Manager of Business Operations and Regional Director.
As the Co-Chief Operating Officer of PHI Air Medical, Sean works with the three Regional Directors to ensure that that our company is meeting the needs of both our customers and PHI’s workforce. This is accomplished with a focus on safety and efficiency while delivering measurable results. Sean’s responsibility is to network with PHI’s customers, PHI service lines and select vendors to deliver optimal in-service rates and highly reliable air medical programs.
Elizabeth Buchholz
Vice President of Business Development
Liz brings a wealth of experience and passion to her new role as Vice President of Business Development for PHI Health. With over two decades of experience in emergency medical services (EMS), starting her career as a Paramedic at the age of 19, Liz has developed a deep understanding of the industry and a strong commitment to serving others during their most challenging moments.
Throughout her career, Liz has held various roles within EMS, including working on the flightline, in communications, education, and management. Her diverse experiences have equipped her with valuable insights into the operational and strategic aspects of EMS organizations.
Prior to joining PHI Health, Liz served as the VP of Operations for an air and ground operation in Northern California, where she gained valuable leadership experience overseeing complex operations. Additionally, she led a regional Sales team at Air Methods, further honing her skills in developing strategic partnerships and driving business growth.
Outside of work, Liz enjoys spending time outdoors with her family and an impressive menagerie of pets. Her dedication to caregiving extends beyond her professional life, as she finds fulfillment in caring for both people and animals.
In her new role at PHI Health, Liz is enthusiastic about the opportunity to expand the organization’s footprint and bring clinically excellent air medical services to communities nationwide. Maria Costella serves as our Chief Human Resources Officer and Chief Foundation Officer, bringing over two decades of comprehensive experience in Human Resources across diverse sectors. Maria recently celebrated her eight-year work anniversary with our company, starting her journey with PHI when she was tasked with orchestrating the seamless transition of various Human Resources functions from our corporate office in Lafayette, Louisiana, to our corporate office in Phoenix, Arizona.
Throughout her tenure, Maria has exhibited remarkable leadership, spearheading the implementation of company-wide HR processes tailored to serve our business needs and our unique industry. With the support of our Board of Directors, Maria established our Non-Profit 501 (c)(3) Yellow and Black Giving Back Foundation in 2021, embodying the mission of fostering our PHI community by supporting employees who are experiencing hardship.
Maria’s career began in the technology industry where she was provided with the great opportunity to understand how technology can have a positive impact on automating manually dependent processes. Her expertise extends across various sectors, including Technology, Financial Services and Healthcare. She brings a wealth of knowledge and expertise to our team, enriching PHI with invaluable insights and proficiency.
She began her college education in Fresno, California, then moved to Arizona, which she has called home for over 20 years. She holds a Bachelor’s Degree in Management and a Master’s Degree in Business Administration. Additionally Maria holds esteemed certifications in Human Resources and holds a respected designation as a Certified Compensation Professional, underscoring her dedication to excellence in her field.
Jarel Morrow

Jarel is a dynamic and strategic IT executive with over 27 years of experience, specializing in the healthcare sector and leading technology operations in heavily regulated, fast-paced environments. His career is distinguished by 18 years of senior leadership and 10 years of executive leadership, during which he has built a reputation as a skilled team builder, innovative leader, and mentor. Jarel has a proven track record of driving digital transformation, enhancing organizational efficiency, and ensuring stringent compliance and information security across global operations.
Jarel’s approach to IT leadership is deeply rooted in aligning technology strategies with business objectives, fostering innovation while maintaining rigorous compliance and security protocols. His expertise spans healthcare, aviation, manufacturing, retail, and cybersecurity, making him a visionary leader in the field. Mark R. Keene
Vice President, Patient Financial Services
For over 25 years, Mark has had management responsibility for healthcare revenue cycle management organizations. Mark earned his BS degree in Health Care Administration with subsequent graduate studies in an MBA program, both at Wichita State University. Since that time, his entire career has been devoted to various aspects of health care receivables. His experience has included provider types ranging from a large teaching hospital to the largest national ambulance companies, both air and ground. He previously developed and managed a third-party billing and collections business owned by a larger healthcare system. Throughout his career, Mark has had accountability for wide geographical areas of responsibility, both regional and national in scope.
In 1997, Mark developed an integrated regional billing center for AMR, the largest ground ambulance company in the U.S. at that time. In 1999, he completed development of the national billing center for air ambulance company Rocky Mountain Holdings, LLC, LifeNet Community-Based Services Division. Following his return to AMR in 2001 to develop other regional billing offices, in 2004, he joined Air Methods Corporation (AMC), to become the Senior Vice President of Revenue Cycle Management. In addition, he had responsibility for AMC Medical Records, and Complete Billing Solutions (CBS), a third-party receivables management service, specializing in air and ground medical transportation receivables management. Ultimately Keene lead a staff of over 250, billing for more than $1 billion in AR annually. Just prior to joining PHI Air Medical, he served as Executive Vice President of Revenue Cycle Management for Apollo MedFlight in Amarillo, TX. Mr. Keene is pleased to be contributing to the continuous improvement process of PHI’s Patient Financial Services revenue cycle management team of over 100 of the best RCM specialists in the industry.
Michael Boyle

Michael joins PHI Health as SVP, Finance & Accounting, with over two decades of experience in corporate finance. At PHI, he will be focused on financial analysis supporting leadership and strategic initiatives and general accounting.
Prior to joining PHI, Michael worked for a Spine & Orthopedics medical device company where he was responsible for FP&A and investor relations. During his six-year tenure at a private equity-owned collision repair company, he had responsibility for FP&A, Treasury and Risk Management and he played a key role in driving acquisitions that expanded the company’s footprint from 250 to 340 locations across the United States.
Outside of work, Michael prioritizes quality time with his family, participating in various activities with his children. They eagerly anticipate relocating to Phoenix at the end of the school year, where they are excited to explore their new hometown.
Michael B. Mayes

Michael is a seasoned General Counsel and Compliance Executive with a proven track record in designing, implementing, and overseeing robust and award-winning corporate legal and compliance programs. With over two decades in the healthcare field, Michael is an accomplished leader who has dedicated his career to ensuring legal and compliance excellence for publicly traded healthcare companies on both domestic and international fronts.
Michael began his legal journey in Los Angeles California at the international law firm Gibson, Dunn & Crutcher LLP, where he was a corporate mergers and acquisitions specialist, who also worked on venture capital, corporate financings, corporate governance and corporate securities matters. Of course, being in LA, Michael also dabbled in film law, working on franchises such as Harry Potter, Lord of the Rings, Fast and the Furious, and Shrek.
Following Gibson, Dunn, Michael served as a legal and compliance attorney for the world’s largest biotechnology firm, and later to a multinational pharmaceutical company, where he consummated over $22B in acquisitions and licensing transactions, helped expand each company’s footprint internationally, and served as a local and regional general counsel.
In addition to his extensive legal experience, Michael has extensive compliance experience, having served as a Global Compliance Executive and as Global Compliance Lead for a range of critical domains including Marketing, Market Access, Pricing, Anti-Bribery and Anti-Corruption, Third Party Risk Management, Conflicts of Interests and Corporate Risk Assurance.

Jordan Lewis
Vice President, Supply Chain
Jordan is a Supply Chain professional with more than 15 years of experience managing procurement cost reduction, operational excellence, and lean initiatives in various publicly and privately held organizations. His career has spanned biotech research, medical device, pharmaceutical and aerospace manufacturing environments. Jordan earned a Bachelor of Science in Manufacturing & Supply Chain Management from Western Washington University and holds an accreditation from APICS for being Certified in Production and Inventory Management. Over the last four years, Jordan has been focused on operational and strategic supply chain execution activities for global OEM and MRO aerospace organizations. Aside from spending time at work and the gym, Jordan loves anything dealing with automobiles or motorsports. He follows the Formula 1 Grand Prix Circuit. Go Team Mercedes-AMG Petronas!
Duke Ivan Baker

Duke has been an aviation professional for over thirty-five years. He began his leadership career with the US Army as a helicopter pilot where he commanded several aviation companies and air traffic control detachments. He worked as an Air Traffic Control Specialist in a civilian career with the FAA for eight years prior to PHI employment. Duke is currently based in Phoenix, Arizona and has 25 years of PHI Air Medical experience as an Oil & Gas Pilot, HAA SPIFR Lead Pilot, Aviation Area Manager in various regions of the USA. Duke was previously the Director of Operations in Saudi Arabia for PHI International Air Medical operations.
Patrick Bosman
Director, HSEQ
Patrick Bosman is the Director of Health, Safety, Environmental, and Quality at PHI Health, LLC in Phoenix, AZ (USA). Throughout his successful career, he has been a change agent and safety leader, focusing on continuous improvement, innovative thought, and sustained dedication. Patrick’s impact extends globally, as he has led the development and promotion of significant safety initiatives in aviation operations.
Before entering civil aviation, Patrick served in the Royal Netherlands Air Force (RNLAF) for over three decades. His early military career included operational F-16 fighter-related roles, including deployment for Operation Deny Flight in the former Republic of Yugoslavia. Patrick also served as an Exchange Officer with the United States Air Force (USAF) at HQ Air Mobility Command, Scott AFB, IL (USA). His senior appointments included leading maintenance and aircraft generation for an AH-64D Apache attack helicopter Squadron and commanding 930 Squadron, with deployments to Iraq and Afghanistan. Patrick’s final military role was as Head of Quality and Airworthiness at Headquarters RNLAF.
In 2008, Patrick left the RNLAF honorably as a Lieutenant Colonel and joined Shell Aircraft International as an Aviation Adviser in Rotterdam (NL). Later, he assumed the role of Aviation Contract and Compliance Manager for the Gulf of Mexico in New Orleans, LA (USA). Patrick was also responsible for the helideck assurance program and served as a designated Air Operations Branch Director for oil spill response and during hurricane incidents. His diverse background and leadership continue to make a positive impact in the aviation industry.
In 2017, Patrick took on the position of Manager Global Standards at PHI, a helicopter operator based in Lafayette, LA (USA). During the same year, Patrick also assumed the role of Chairman for the Helidecks Committee at the Helicopter Safety Advisory Conference (HSAC) and chairman of the HeliOffshore Helideck Workgroup. In 2019, Patrick was promoted to Director of Global Standards within PHI and held that position until the summer of 2024. Patrick’s educational background includes a Master of Science (MSc) degree in Air Transport Management from Cranfield University in the United Kingdom, and an Executive Master’s degree in Security and Defence (EMSD) from the Royal Netherlands Defence Academy in The Netherlands. Patrick is a Member of the Royal Aeronautical Society (MRAeS).
